Sounds like they installed the wrong spark plug when they did the "tune up". For some reason, dealerships like to put in plugs that are too cold and foul out a lot. I've seen it in HD shops, Suzuki/Honda/GenericRiceGrinder dealerships, etc.
Another cause may be that your new battery isn't being recharged. Many times a battery fails because the regulator or alternator isn't working or the battery leads are corroded and it doesn't charge. Weak spark will act like a fouled plug and cause problems just like yours.
For now, check your plug and put in the right heat range if it's fouled. For the future, find a good independent shop or that rarest of all birds, a good dealership.
